今日,由世界大都市协会主办、广州国际城市创新研究会承办的2025年国际城市创新领导力交流坊在广州正式开幕。本次交流坊以“数字技术:加速推动全球议程的本地化实施”为主题,共有来自11个国家19个城市和5个国际组织的80多位嘉宾齐聚羊城,围绕城市可持续性、数字化转型与包容性发展深入交流。
广州市人民政府副秘书长黄光烈、世界大都市协会秘书长乔尔迪·巴克尔(Jordi Vaquer)和俄罗斯莫斯科市副市长、经济发展与政策局局长巴格丽娃·玛丽亚(Maria Andreevna Bagreeva)出席开幕式并致辞。
在开幕式致辞中,黄光烈对活动的举办表示祝贺。他指出,广州作为国家中心城市和粤港澳大湾区核心引擎,正积极推动高质量发展和数字化转型。当前全球城市面临多重挑战,亟需加强交流合作。“广州奖”自2012年创设以来已成功举办六届,累计收录来自101个国家653个城市的1600多个城市创新案例,持续助力联合国可持续发展目标。他表示,本次交流坊聚焦数字技术与可持续发展,为全球城市提供了重要的经验分享平台,广州将继续推动“广州奖”发挥更大作用,助力构建包容、可持续的未来城市。
作为活动主办方代表,乔尔迪·巴克尔对到场的来宾表示欢迎。他表示,世界大都市协会始终致力于推动全球大城市的合作与创新,自2012年起便与广州密切合作,通过广州奖等平台,共同打造城市治理与交流的重要国际舞台。本次交流坊不仅是城市管理者、思考者和实践者的聚会,更是意义深远的交流、反思和相互启发的空间,在这个充满变化的世界里,城市处于气候、关怀、公平和数字化转型的前沿,像这样的对话驱动学习的空间比以往任何时候都更加重要。
巴格丽娃·玛丽亚在致辞中表示,这是她首次来到中国,对广州的开放与创新深感赞叹。她感谢主办方搭建全球城市交流的平台,并介绍了莫斯科与广州在气候议题方面的合作成果。她强调,面对城市发展中的共同挑战,国际协作尤显关键,并引用中国谚语“众人拾柴火焰高”,呼吁各方汇聚智慧与力量,通过对话与合作共促城市可持续发展。
广州国际城市创新研究会执行主任游建华(Nicholas You)主持首场主题演讲与专家对话。世界大都市协会秘书长乔尔迪·巴克尔,俄罗斯莫斯科市副市长、经济发展与政策局局长巴格丽娃·玛丽亚,联合国人居署中国项目办公室主任张振山,C40城市气候领导联盟东亚区总监陈波平,广东省人大外事委副主任委员、广州市社科院副院长伍庆,联合国儿基会中国办公室社会政策官员乌莎·米什拉·海耶斯(Usha Mishra Hayes)等嘉宾围绕“全球伙伴关系与本地实践”展开深度研讨。与会专家指出,数字技术正日益成为赋能城市治理现代化的重要力量,能源转型、智慧交通与韧性建设的协同创新,已成为实现可持续发展目标的关键路径。通过深入挖掘和提炼地方优秀经验与做法,可为全球城市应对城市化挑战提供创新路径与借鉴,助力全球城市实现更加可持续、包容的发展。
交流坊作为广州国际城市创新奖的延伸机制,旨在结合广州奖和广州本地优秀城市创新案例进行深入剖析和分享,深入挖掘案例的创新价值和实践经验,为参会者提供参考和借鉴。本次交流坊为期四天,与会嘉宾将实地考察广州市智慧城市运行中心、广州公交集团、越秀区六榕街旧南海县社区、亿航智能未来城、鹏瑞集团北帝沙岛生态保护项目等创新示范项目,并结合广州奖优秀案例展开深度研讨,汇聚全球智慧,助力推动城市可持续发展。
The 2025 International Thought Leaders’ WorkshopOpens in Guangzhou
Today, the 2025 Workshop for Thought Leaders officially opened in Guangzhou. The event is hosted by the World Association of the Major Metropolises (Metropolis) and organized by the Guangzhou Institute for Urban Innovation (GIUI). With the theme “Digital Technology: Accelerating the Local Implementation of the Global Agendas,” the event brought together more than 80 city representatives, leaders of international organizations, and urban governance experts from 19 cities across 11 countries, who gathered in Guangzhou to exchange ideas on sustainability, digital transformation, and inclusive development.
The Opening remarks were delivered by Huang Guanglie, Deputy Secretary-General of the People's Government of Guangzhou Municipali; Jordi Vaquer, Secretary General of Metropolis; and Maria Andreevna Bagreeva, Deputy Mayor of Moscow and Head of the Moscow Department for Economic Policy and Development.
Huang Guanglie congratulated the organizers on hosting the event. He noted that Guangzhou, as a national central city and core engine of the Greater Bay Area, is advancing high-quality development and digital transformation. With global cities facing multifaceted challenges, enhanced cooperation is imperative. Since its inception in 2012, the Guangzhou Award has successfully hosted six editions, showcasing over 1,600 urban innovation cases from 653 cities across 101 countries, making ongoing contributions to the United Nations Sustainable Development Goals. He stated that this workshop, focusing on digital technology and sustainable development, provides a vital platform for global cities to share their expertise. Guangzhou will further leverage the Guangzhou Award's role in building inclusive and sustainable urban futures.
As a representative of the event’s organizers, Jordi Vaquer extended a warm welcome to all guests. He noted that since 2012, the Metropolis has partnered with Guangzhou. Through platforms like the Guangzhou Award, an international stage for urban governance and exchange was built. He stressed that this workshop is more than just a gathering of urban leaders, thinkers, and practitioners; it is a space for significant dialogue, reflection, and mutual inspiration. In today's world of constant change, where cities are at the forefront of climate action, social care, equity, and digital transformation, such dialogue-driven learning platforms have become more critical than ever.
Ms. Bagreeva expressed her admiration for Guangzhou’s openness and innovation, noting that it was her first visit to China. She thanked the organizers for creating a valuable platform for global urban exchange and highlighted the cooperation between Moscow and the GIUI on climate-related issues. Emphasizing the importance of international collaboration in addressing shared urban challenges, she quoted a Chinese proverb: “When many people add firewood, the flames rise high,” calling for joint efforts and open dialogue to advance sustainable urban development.
Nicholas You, Executive Director of the GIUI, moderated the first keynote session and expert discussion. The panel included Jordi Vaquer, Secretary General of Metropolis; Maria Andreevna Bagreeva, Deputy Mayor of Moscow and Head of the Moscow Department for Economic Policy and Development; Zhang Zhenshan, UN-Habitat Programme Manager for China; Chen Boping, Regional Director for East Asia of C40; Wu Qing, Deputy Director General of Foreign Affairs Committee, Standing Committee of Guangdong Provincial People's Congress & Vice President of Guangzhou Academy of Social Sciences; and Usha Mishra Hayes, Chief of Social Policy in UNICEF China. Together, they discussed the topic “Global Partnerships and Local Implementation.”
The experts pointed out that digital technology is playing an increasingly important role in improving urban governance. They emphasized that coordinated innovation in energy transition, smart mobility, and resilience building is becoming essential to achieving the Sustainable Development Goals. By identifying strong local practices and solutions, cities can better respond to the challenges of urbanization and move toward more sustainable, inclusive, and prosperous development.
As an extension of the Guangzhou Award, the Workshop aims at conducting an in-depth analysis and sharing of the Guangzhou Award and notable local urban innovation cases, delving into their innovative value and practical experience to offer valuable insights for participants. This year’s four-day event includes site visits to Guangzhou Smart City Operations Center, the headquarter of Guangzhou Public Transport Group, the Old Nanhai County Community in Liurong Street, EHang Smart Future City, and the Parkland Group Beidisha Island Ecological Conservation Program. Participants will also take part in in-depth discussions based on outstanding Guangzhou Award cases, contributing ideas and experience to promote global urban sustainability.(陈赞亮)
